A proud son of Buguma, Kalabari Kingdom, he has paid his dues in service to Rivers State and the Niger Delta. From the creeks to the city, his footprints are visible.
As Principal Manager (Infrastructure) at the NDDC, he supervised critical projects that opened up communities across the Niger Delta. As Special Adviser on Special Projects (2017) and later as Honourable Commissioner for Works (2022-2023) under Chief Nyesom Ezenwo Wike, he was at the heart of Rivers’ infrastructural revolution — roads, bridges, and flyovers that changed the face of Port Harcourt.
But beyond concrete and construction, Dr. Kelly is a youth-friendly leader with a large heart. He has lifted many — scholarships, jobs, business support, political mentorship. For countless young people, he is a helper, a ladder, a voice that listens.
